Declares Alaska's Arctic policy and establishes legislative findings that Alaska makes the United States an Arctic nation and that the entire state is affected by Arctic activities and prosperity.

Creates AS 44.99.105 establishing four core policy goals: upholding economically vibrant communities with environmental responsibility, collaborating transparently with all government levels and stakeholders, enhancing state security through disaster prevention and maritime safety, and valuing Arctic indigenous peoples' cultures and knowledge.

Identifies four priority lines of effort: promoting economic and resource development, addressing infrastructure and response capacity gaps, supporting healthy communities, and strengthening state-based science and research.

Directs the state to support implementation recommendations from the Alaska Arctic Policy Commission and to strengthen federal-state collaboration on Arctic issues while communicating state interests to federal and international bodies.

Defines "Arctic" for domestic policy purposes as the area north of the Arctic Circle and north and west of the Porcupine, Yukon, and Kuskokwim Rivers plus contiguous seas, but as the entire state for international Arctic policy purposes.
