Amends AS 21.36.260 to change the method of mailing notice requirements for insurers from first class mail to certified mail with return receipt requested.

Removes the requirement that insurers obtain a certificate of mailing from the United States Postal Service.

Establishes an alternative method allowing insurers to transmit notices by electronic means to the last known electronic address if electronic confirmation of receipt can be obtained.

Applies to all notices required from an insurer under Chapter 21.36 to the last known address of the insured.
