Establishes legislative intent that contractor exemptions in AS 08.18.161 be construed broadly to allow individuals freedom to construct and sell their own homes at their discretion.

Limits owner-builder exemption to construction of one home, duplex, triplex, four-plex, or commercial building every two years.

Requires owners who advertise structures for sale or sell structures during construction or within two years after construction begins to file a notice with the department indicating they are not engaged in a contractor business.

Authorizes the department to investigate and take action if an owner files notice of sale during construction or within two years after construction begins and circumstances indicate the owner is operating an unlicensed contractor business.

Applies to construction begun on or after the effective date, with construction deemed to begin when the owner either starts actual work or enters into an agreement for labor, subcontracting, or materials.
