Restructures AS 25.23.180(c) to reorganize grounds for terminating parental rights, eliminating subsection (c)(3) and consolidating provisions into (c)(1) and (c)(2).

Adds new independent proceeding authority allowing petitions for termination of parental rights based on sexual assault, sexual abuse of a minor, or incest that resulted in conception of the child, without requiring connection to adoption or child protective proceedings.

Expands court's authority to appoint guardians ad litem or attorneys for minors whose parents are subject to termination of parental rights petitions under AS 25.23.180(c).

Updates multiple sections of adoption law (AS 25.23.050, 25.23.125, 25.23.130, 25.23.140, 25.23.150, 25.23.170) to reflect the restructured grounds for terminating parental rights.

Requires Office of Public Advocacy to provide legal representation and guardian ad litem services in cases involving petitions for termination of parental rights under the amended statute.
