Adds new section AS 40.25.126 requiring persons denying written public records requests to provide written denials meeting nine specific requirements.

Written denials must identify the record type, date, subject matter, and cite the legal basis for denial under AS 40.25.120 or other applicable law.

Written denials must include sender and recipient names for correspondence, notice of appeal rights under AS 40.25.124 and AS 40.25.125, and be dated and signed by the authorized custodian.

Persons denying oral public records requests must meet requirements to be established by regulation under AS 40.25.123.

Applies to all public record requests subject to inspection or copying under AS 40.25.110 - 40.25.220.
