• Transfers judgment payment authority from Department of Administration to Department of Law, which may seek approval for payment if sufficient appropriation exists or recommend to legislature that appropriation be made.

• Requires University of Alaska to use state contracts negotiated by Department of Administration for official business travel arrangements.

• Establishes searchable public Internet website maintained by Department of Administration to provide monthly updates on state revenues and expenditures, and annual summaries of financial data including assets, liabilities, and 10-year historical trends.

• Modifies travel reimbursement policy to limit reimbursement to lowest fare for most direct route unless Department of Administration determines lowest fare is not in state's best interest, and requires approval filing with travel authorization.

• Repeals Department of Administration's authority to make advances to University of Alaska and eliminates United States savings bond purchase plan; public finance website must be available by January 1, 2017, with phased implementation of expenditure data by July 1, 2017, payroll data by January 1, 2019, and revenue data by January 1, 2020.
