Legislature finds that the individual right to keep and bear arms is constitutionally protected under Alaska Constitution art. I, sec. 19, and may not be abridged by the University of Alaska Board of Regents.

Authority to regulate firearms and knives is reserved to the state; Board of Regents is prohibited from enacting policies regulating possession, ownership, use, carrying, registration, storage, or transportation of firearms or knives, with limited exceptions.

Board of Regents may regulate concealed handguns and knives only in manner identical to state law, in student dormitories and shared living quarters, or in restricted access areas of university buildings (such as sexual assault investigation rooms and disciplinary hearing rooms).

Dormitory residents with concealed handguns must store them in a university-provided lockbox when not carrying them, may not leave handguns unattended in dormitory rooms for more than one day, and must declare intent to keep a weapon to the university.

University of Alaska, Board of Regents, and their officers and employees are granted civil immunity for acts or omissions resulting from firearm and knife policies adopted under this section; effective date is August 1, 2016.
