Excludes contractors and contract workers from participating as employers in Alaska's Public Employees' Retirement System when providing services to the state, political subdivisions, or public organizations on a contractual or fee basis.

Prohibits employees or workers of contractors from participating in the retirement plan as members or employees based on work performed for contract service providers.

Adds contractual or fee-based compensation recipients to the definition of persons excluded from membership in the retirement plan.

Clarifies that "membership service" means only full-time or part-time employment with an employer in the plan.

Applies all provisions to contracts entered into on or after the effective date of the act.
