Increases requirement for offenders with two or more prior convictions to complete 90 days (instead of during the first 90 days) in an alcohol treatment program before limited license is granted

Requires all limited license holders to use an ignition interlock device when operating vehicles in communities not on the department's published list, with proof of installation and verification by program staff

Mandates limited license holders sign affidavits acknowledging that circumventing or tampering with the ignition interlock device is a class A misdemeanor and committing to maintain records of required service and calibration

Requires limited license holders to demonstrate enrollment in and compliance with alcohol screening, evaluation, and treatment requirements, provide proof of insurance, and comply with the treatment program
