Amends Alaska Statute 21.03.021 to exempt health care sharing ministries from state insurance regulation.

Defines a qualifying health care sharing ministry as a tax-exempt religious organization under 26 U.S.C. 501(c)(3) whose participants voluntarily share medical expenses based on common ethical or religious beliefs.

Requires qualifying organizations to provide monthly written statements to participants listing total qualified medical needs, conduct annual independent audits per generally accepted accounting principles, and make audits publicly available.

Mandates organizations provide written disclaimer on all applications and materials stating the organization is not an insurance company and participation is voluntary with no legal obligation for other participants to contribute toward medical bills.

Requires organizations to specify that participants may contribute without assumption of risk or promise to pay, and that individuals remain personally responsible for their own medical bills regardless of whether the organization continues operating.
