Amends the definition of "navigable water" under Alaska law (AS 38.05.965(14)) to include water that is navigable "in any season" for any useful public purpose.

Expands the list of navigable water uses to explicitly include state or federal military training, operation of boats and watercraft, hovercraft, snow machines, all-terrain vehicles, and storage of vehicles.

Removes the phrase "but not limited to" from the definition, changing "public boating" from an inclusive example to "boating" as a specific use category.

Changes "waterfowl and aquatic animals" to general "hunting" in the definition of navigable water purposes.

Repeals AS 38.05.128(a)(1), which previously contained provisions related to obstruction or interference with free passage on navigable waters.
