Expands Alaska's definition of "veteran" to include members of the Commissioned Corps of the United States Public Health Service and the National Oceanic and Atmospheric Administration Commissioned Officer Corps in addition to traditional armed forces veterans.

Creates a new definition of "uniformed services" across multiple Alaska statutes to encompass armed forces, Public Health Service, and NOAA Commissioned Officer Corps.

Allows up to four free certified copies of death certificates for qualified veterans, defined as personal representatives, trust trustees, or those needing proof for benefits eligibility.

Extends veteran benefits and protections across Alaska law including loan programs, property tax exemptions, vehicle registration discounts, identification card designations, and hiring preferences.

Makes conforming changes throughout Alaska statutes by replacing references to "armed forces" or "military service" with "uniformed services" to ensure consistent treatment of all three service branches.
