Removes the phrase "of the state" from the Board of Game's authority to set apart game reserve areas, refuges, and sanctuaries, clarifying jurisdiction language.

Changes regulation of "sport hunting and subsistence" to simply "hunting" in the Board of Game's regulatory authority under AS 16.05.255(a)(10).

Requires the Board of Game to provide written explanation within 30 days for denying any petition or proposal to amend, adopt, or repeal regulations upon written request from the sponsor.

Establishes a 65-day advance notice requirement for Board of Game member proposals, except for emergency regulations, and prohibits consideration without notice unless at least two other board members support it and specific conditions are met.

Requires the Board to make written findings that expedited consideration is necessary due to conservation concerns, that the subject would not otherwise be reviewed for one calendar year, and that the proposal serves the public interest before bypassing the notice requirement.
