Amends AS 11.46.420(a) to define arson in the third degree as intentionally damaging a motor vehicle by starting a fire or causing an explosion.

Expands arson in the third degree to include damaging a motor vehicle that is the property of another person while located on private property.

Retains existing provision making it arson in the third degree to damage any motor vehicle by fire or explosion while located on state or municipal land.

Applies the amended statute to offenses committed on or after the effective date of the Act.
