Amends AS 29.35.450(c) to modify voter approval requirements for changes to road, fire protection, and parks and recreation service areas.

Exempts fire protection service area changes from voter approval if the increase does not exceed 6% of parcels and adds not more than 1,000 residents.

Allows second class boroughs to abolish or consolidate road service areas without voter approval if taxes have not been levied in 12 months, the board has not met with a quorum, or road maintenance contracts fail to meet minimum standards required by law.

Exempts from voter approval requirements changes to road service area boundaries to exclude subdivisions or parcels that do not rely on maintained roads for access.

Exempts boundary changes that consolidate a parcel located in multiple service areas into a single service area, or that include a partially located parcel where service area roads provide the only access.
