Adds violation of AS 14.03.092 as grounds for the State Medical Board to suspend or revoke a physician's license to practice medicine.

Prohibits employees and representatives of abortion services providers and their affiliates from presenting instruction, distributing materials, or displaying materials on any health topic (including human sexuality and family planning) to students during school hours.

Prohibits teachers and school board members from knowingly authorizing or allowing such activities; violating teachers and board members lose eligibility for state funds on or after the violation date.

Establishes civil liability of $5,000 or actual damages (whichever is greater) plus costs and attorney fees to each aggrieved student or student's estate for violations by abortion services providers or their affiliates.

Adds violation of AS 14.03.092 as grounds for revoking or suspending teacher certificates and for dismissing or nonretaining tenured teachers.
