Extends the deadline for renewable energy plants to qualify for exemption from Regulatory Commission of Alaska regulation from January 1, 2016 to July 1, 2021.

Exemption applies to plants that generate electricity entirely from renewable energy resources and are first placed into commercial operation on or after August 31, 2010.

Exempt plants must not generate more than 65 megawatts of electricity and must sell electricity only to regulated electric utilities.

Owners or operators of exempt plants cannot have received state grants or tax credits related to renewable energy generation.
