• Authorizes the state to contract with private persons to perform procurement duties and powers currently held by the commissioner, department, chief procurement officer, and agencies under Alaska's procurement law.

• Limits contract terms to a maximum of 15 years including renewals, with the department required to procure a new contractor upon contract termination.

• Allows termination of contracts for good cause including breach, poor performance, or reasons determined by the commissioner through regulation.

• Exempts specified agencies from the contracting requirement including the University of Alaska, Alaska Railroad Corporation, Public Defender Agency, legislative branch, and Alaska Court System.

• Takes effect July 1, 2018, with the Department of Administration required to procure the initial contract before that date; does not apply to procurements with bids or proposals issued before the effective date.
