Requires food containing synthetic color additives purchased by retailers after December 31, 2016 to bear warning labels specifying health risks associated with each additive type.

FD&C Red No. 40, Yellow No. 5, and Yellow No. 6 must include warnings about cancer contaminants, allergic reactions, and potential hyperactivity in children.

FD&C Blue No. 2, Green No. 3, Citrus Red No. 2, and Red No. 3 must warn about potential cancer and behavioral problems; FD&C Blue No. 1 must warn about allergic reactions and behavioral problems; Orange B must warn about behavioral problems.

Exempts alcoholic beverages and medical foods from labeling requirements; allows unpackaged foods to be labeled on shelves or bins rather than on the product itself.

Establishes that synthetic color additive labeling requirements are in addition to all other food labeling requirements under Alaska law and defines "synthetic color additive" according to federal certification standards.
