Adds "sexual orientation" and "gender identity or expression" as protected classes under Alaska's anti-discrimination law, making discrimination unlawful in employment, credit, public accommodations, and real property transactions.

Defines "gender identity or expression" as having or being perceived as having a gender self-image, appearance, or behavior regardless of sex assigned at birth.

Defines "sexual orientation" as heterosexuality, homosexuality, and bisexuality.

Expands the State Commission for Human Rights' duties to study discrimination problems and publish research findings that include sexual orientation and gender identity or expression as protected categories.

Applies protections to labor organizations, employment agencies, financial institutions, public accommodations, real estate transactions, and state/political subdivision services.
