Appropriates $1,242,201,800 in general fund and other fund revenues for state government operating expenses, loan programs, and fund capitalization for fiscal year ending June 30, 2016.

Includes $287,446,600 for Medicaid Services and $491,894,000 total for Department of Health and Social Services, with restrictions on abortion funding and services to certain income-eligible individuals.

Authorizes $262,519,879 in retirement system contributions ($126,520,764 for public employees, $130,108,327 for teachers, $5,890,788 for judicial system).

Appropriates $157,000,000 from in-state natural gas pipeline fund to public education fund and additional general fund support for school funding formula.

Establishes contingent appropriations from Constitutional Budget Reserve Fund if unrestricted state revenue is insufficient to cover appropriations in fiscal years 2015 and 2016, with fallback provision for Alaska higher education investment fund.
