Eliminates the Alaska education grant program (AS 14.43.400-14.43.420) effective July 16, 2022, and the Alaska performance scholarship program (AS 14.43.810-14.43.849) effective July 16, 2022.

Closes the Alaska performance scholarship program to new applicants applying after July 15, 2016, while allowing existing applicants to continue with eligibility terminating six years after high school graduation or by July 15, 2022, whichever is earlier.

Removes requirements for private schools to track student eligibility for Alaska performance scholarships in their permanent records.

Redefines the Alaska higher education investment fund to remove its exclusive purpose of funding education grants and performance scholarship payments.

Makes Sections 2-4 retroactive to July 15, 2016, with most provisions taking effect immediately while fund-related changes take effect July 16, 2022.
