SB 23 Summary

• Authorizes pharmacists to independently dispense opioid overdose drugs (such as naloxone) after completing a board-approved training program and meeting established standards.

• Permits health care providers to prescribe opioid overdose drugs directly or by standing order to persons at risk of overdose and to family members, friends, or caregivers who may administer the drug.

• Allows employees and volunteers of opioid overdose programs to receive, possess, and distribute opioid overdose drugs under standing orders or protocols.

• Provides civil immunity from liability for health care providers and opioid overdose program staff who prescribe or provide these drugs, and for anyone administering them in emergency situations, except in cases of gross negligence or intentional misconduct.

• Takes effect immediately upon enactment.
