SB 24 Summary

• Legislative interns and volunteers must comply with specified provisions of the Legislative Ethics Act (AS 24.60.030-24.60.039, 24.60.060, 24.60.080, 24.60.085, 24.60.155) with enforcement provisions applied by the committee.

• Legislative consultants and independent contractors must comply with a subset of ethics provisions (AS 24.60.030(a)(1) and (3), 24.60.031(a), 24.60.033, 24.60.060, and 24.60.080) with committee enforcement.

• Persons providing services through sole proprietorships, corporations, partnerships, or other legal entities may request exclusion of non-participating members from ethics provisions if doing so will not create appearance of undue political influence or impropriety.

• Contractors and employees of contractors performing fee-based or contractual services for the state, political subdivisions, or public organizations are excluded from participating in two state retirement plans (AS 39.35.605 and 39.35.956).

• Amendments apply to contracts entered into on or after the effective date, with severability clause protecting the act if court finds violation of state constitutional single-subject requirement.
