SB 27 Summary

• Makes operating and loan program appropriations totaling $6,923,120,700 for state government fiscal year ending June 30, 2016, from general fund and various other revenue sources.

• Capitalizes multiple state funds including the Information Services Fund, Alaska clean water and drinking water funds, and public education fund with specified amounts.

• Includes contingent appropriations from the budget reserve fund and constitutional budget reserve fund if unrestricted general fund revenue is insufficient to cover appropriations.

• Appropriates funds for debt service on state bonds, retirement system contributions ($256.6 million in pension obligation bonds), and various special purpose transfers including permanent fund dividend payments and disaster relief.

• Takes effect July 1, 2015, except for specific provisions on retroactive balance carry-forwards (effective June 30, 2015) and public education fund appropriation (effective December 1, 2015).
