Amends AS 38.05.110(b) to require the commissioner to provide 25 percent of timber sale revenue to forestry programs in the municipality, reserve, or community where timber was harvested, subject to appropriation.

Adds AS 38.05.110(c) allowing the commissioner to determine which applicable provisions apply when a timber sale could be offered under multiple statutory provisions.

Amends AS 38.05.118(a) to allow the commissioner to negotiate timber sales to local wood product manufacturers or wood fiber users at appraised value upon a finding the sale is in the best interest of the state, with contracts not exceeding 25 years and reappraisals at least every five years.

Repeals AS 38.05.118(c).

Act applies to timber sales on state land made on or after the effective date and takes effect immediately.
