Repeals the film production tax credit established in Alaska law, effective July 1, 2015, eliminating AS 43.98.030 and related statutory provisions.

Removes references to film production tax credits from tax revenue calculation provisions in AS 43.75.130 and AS 43.77.060.

Allows productions that received notice of qualification before July 1, 2015 to complete the credit award process if a cost report is filed with the Department of Revenue by December 31, 2018.

Permits existing film production tax credits to be used or transferred within six years after being provided by the Department of Revenue, and allows continued withholding of credits previously withheld under prior law.

Establishes July 1, 2021 as the repeal date for AS 44.25.135 (recovery provisions), allowing six years after credit award date for the state to pursue legal recovery for producer damages.
