Amends AS 16.05.251 to require the Board of Fisheries to prioritize restrictions on commercial and other fisheries before restricting personal use fisheries when harvest limits are needed to achieve management goals.

Exception carved out for subsistence uses of fish stocks, which retain their existing priority status under AS 16.05.258.

Defines "management goal" as the escapement or estimated population size of an exploited stock that provides the greatest potential for sustained yield, as established by the Board of Fisheries.

Establishes a hierarchy for fishing restrictions: subsistence uses first, personal use fisheries second, and all other fisheries subject to restrictions before personal use limitations are imposed.
