Amends AS 37.05.590 to allow the legislature to appropriate funds from court filing fees to the civil legal services fund in addition to existing appropriation sources.

Permits annual appropriations of up to 25 percent of filing fees received by the Alaska Court System during the previous fiscal year to the civil legal services fund.

Maintains existing appropriation authority from amounts deposited under AS 09.17.020(j).

Directs appropriations from the fund to organizations providing civil legal services to low-income individuals, defined as those with income at or below 125 percent of federal poverty guidelines for Alaska.

Clarifies that the civil legal services fund is not a dedicated fund.
