SB0051B - Uniform Interstate Family Support Act

• Adopts the Uniform Interstate Family Support Act (UIFSA) 2008 version, which updates Alaska's child support enforcement laws to include foreign countries and the Hague Convention on International Recovery of Child Support and Other Forms of Family Maintenance

• Expands jurisdiction provisions to apply to proceedings involving foreign tribunals and obligees, obligors, or children residing in foreign countries; allows Alaska courts to establish, enforce, and modify child support orders across international borders

• Establishes procedures for registering and enforcing foreign support orders in Alaska and for recognizing foreign support agreements that meet specified criteria, with limited grounds for refusal based on public policy

• Adds new provisions allowing Alaska courts to modify child support orders issued by foreign countries when the foreign country lacks or refuses to exercise jurisdiction, subject to certain conditions

• Includes comprehensive definitions and procedural requirements for international child support proceedings, including provisions for electronic communications between tribunals, income withholding orders, and payment distribution across state and international lines

• Effective July 1, 2015, with applicability to all proceedings begun on or after that date, including registration and modification of prior support orders
