Authorizes the board to adopt regulations governing optometrists' prescription and use of pharmaceutical agents for eye disease treatment, and describing the scope of practice for ophthalmic surgery and noninvasive procedures.

Replaces specific continuing education hour requirements (8 hours on pharmaceuticals, 7 hours on nontopical injections) with general board-prescribed continuing education requirements during each licensing period.

Prohibits optometrists from performing injections of clostridium botulinum derivatives into the ocular globe of the eye.

Limits optometrists' prescriptions of controlled substances to a seven-day supply maximum, requiring referral to a physician or ophthalmologist for refills.

Establishes that optometrists may only perform services within the scope of their education, training, and experience as defined by board regulations.
