Establishes a comprehensive Alaska Code of Military Justice (AS 26.05.400-26.05.999) governing military offenses, court-martial procedures, and disciplinary actions for militia members in active state service.

Creates three types of courts-martial (general, special, and summary) with specific jurisdiction levels and establishes appellate review rights through the Alaska Court of Appeals for convictions involving confinement sentences.

Defines military offenses including desertion, mutiny, insubordination, conduct unbecoming an officer, and other service-related violations, with punishment limits capped at 10 years confinement.

Provides accused persons with due process protections including right to counsel, investigation procedures, protection against self-incrimination, and provisions for mental competency evaluations before trial.

Removes civil and criminal liability protections for militia members acting in official capacity and requires Department of Corrections to accept custody of persons confined under military justice proceedings when requested.
