AK SB60

Establishes a new Marijuana Control Board in the Department of Commerce, Community, and Economic Development consisting of five voting members appointed by the governor and confirmed by majority vote of the legislature in joint session.

Requires board composition to include one person each from public safety sector, public health sector, and rural areas (with 180+ days residency in past 5 years), no more than two people actively engaged in marijuana industry, and remaining members from general public.

Disqualifies board members representing general public, public safety, public health, or rural areas who have financial interests in the marijuana industry, and restricts board members from holding other state or federal offices.

Grants the board powers to control cultivation, manufacture, possession, and sale of marijuana; propose and adopt regulations; review license applications; and hear appeals, with a majority vote required for all license and permit decisions.

Designates the director of the Alcoholic Beverage Control Board to also serve as director of the Marijuana Control Board, removable by majority vote of both boards, with staff shared between the two boards.
