Changes the authority for emergency closures during established hunting seasons from the commissioner to advisory committees, except for antlerless moose seasons which remain under commissioner authority.

Eliminates the one-year limitation on the Board of Game's authority to eliminate resident brown or grizzly bear tags and fees by regulation.

Requires antlerless moose seasons to be approved based on department biological recommendations and majority support from active local advisory committees, with seasons remaining open until the next regularly scheduled regional game board meeting.

Prohibits advisory committees from effecting emergency closures of antlerless moose seasons in units or subunits where the department collects application fees for that season.

Takes effect January 1, 2016.
