Exempts specified state-owned land parcels in Denali State Park, Captain Cook State Recreation Area, Nancy Lake State Recreation Area, and Willow Creek State Recreation Area from special purpose site designations to allow natural gas pipeline right-of-way leasing under the Right-of-Way Leasing Act (AS 38.35).

Designates multiple sections across nine townships in the Seward Meridian (Township 29-33 North, Ranges 2-5 West, and Township 8 North, Range 10 West) as available for pipeline easement leasing from the North Slope.

Requires leased land to revert to park status upon lease termination or release, with restoration and revegetation obligations satisfied by the lessee.

Mandates any pipeline right-of-way lease must reserve public access by foot, snow machine, dog sled, and traditional means; preserve recreational, scenic, cultural, historical, and habitat values to the maximum extent practicable; and terminate if construction does not begin within 10 years.

Sets a January 1, 2025 deadline for all natural gas pipeline right-of-way leases to become effective across these protected lands.
