Eliminates the "advanced manicurist" endorsement category and consolidates manicuring licensing into a single license type requiring 250 hours of instruction or an apprenticeship set by board regulation.

Removes the exemption that allowed manicurist applicants to obtain licenses without passing a board examination; all manicurists must now pass the board's manicuring examination.

Authorizes licensed manicurists to use the title "licensed nail technician" and makes unlicensed use of this title a violation.

Removes hairdressers' automatic authorization to practice manicuring; hairdressers may now only practice limited esthetics under their license.

Eliminates separate fees and licensing for advanced manicurist endorsements, effective January 1, 2016, with transitional provisions allowing current licensees and endorsement holders to continue under existing terms until normal license expiration.
