Allows applicants filing electronically for Alaska Permanent Fund Dividends (PFD) to direct contributions to federally recognized tribal governments in addition to educational organizations, community foundations, and charitable organizations.

Contributions may be made in amounts of $25, $50, $75, $100, or more in $50 increments, up to the total PFD amount the applicant is entitled to receive, with seven percent of contributed funds used for administrative costs.

Exempts University of Alaska campuses and federally recognized tribal governments from standard application requirements, including the March 31 filing deadline and financial audit requirements that apply to other eligible organizations.

Charges a $250 application fee for each federally recognized tribal government that applies and a seven percent coordination fee on contributions received in the prior dividend year.

Establishes that federally recognized tribal governments must provide services in specified areas including youth development, workforce development, arts and culture, education, health care, and food assistance to be eligible for inclusion on the contribution list.
