Amends AS 08.88.396(e) to change civil action language from "for" to "arising out of" regarding licensee failures to comply with disclosure requirements, expanding the scope of potential claims.

Limits plaintiffs' remedies in civil actions against real estate licensees to recovery of actual damages, while preserving other legal remedies except claims specifically arising from violations of that section.

Applies retroactively to January 1, 1991, covering all real estate transactions occurring on or before the effective date and any pending court actions without final judgments rendered before enactment.

Takes effect immediately upon enactment under AS 01.10.070(c).
