Department of Education and Early Development must obtain approval from the legislature's education committees or Legislative Budget and Audit Committee before accepting non-appropriated funds that affect state educational policy or require future state funding.

Department gains authority to intervene in school districts to improve instructional practices, including directing supervisory employees and controlling appropriations distribution to districts.

Department may redirect public school funding to districts after notice and opportunity to respond when necessary to contract for instructional improvement services or when districts fail to take required actions.

Educational standards and assessments review committee must be convened at least every five years with at least 50 percent parent membership to review performance standards and assessments and report to the legislature.

Department cannot implement performance standards and student assessments until they are approved by the legislature by law; current assessments may continue through the 2015-2016 school year.
