Amends Rule 34(b) of the Alaska State Legislature's Uniform Rules to modify voting and abstention procedures for members present in the house.

Changes abstention requirement from unanimous consent to majority vote of the membership to permit a member to abstain from voting.

Requires members to request abstention if they reasonably believe their vote would violate AS 24.60 (Legislative Ethics Act), and allows brief oral statements citing specific ethical provisions supporting the abstention request.

Maintains existing prohibitions on members explaining votes, discussing questions during roll call, or changing votes after results are announced.

Members must abstain only if the house permits for special reasons and must request abstention before the house divides or roll call commences.
