Suspends Rules 24(c), 35, 41(b), and 42(e) of the Uniform Rules of the Alaska State Legislature regarding changes to bill titles for House Bill No. 247

Authorizes the Alaska Retirement Management Board to purchase and sell transferable tax credit certificates related to oil and gas production taxes

Modifies delinquent tax interest rates, oil and gas production tax payments, credits, and exploration incentive credits

Addresses refunds for gas storage facility tax credits, liquefied natural gas storage facility tax credits, and qualified in-state oil refinery infrastructure expenditures tax credits

Establishes a legislative working group to study the fiscal regime and tax structure and rates for oil and gas produced south of 68 degrees North latitude, and requires bonds or cash deposits for oil and gas business license applications
