Suspends Rule 47 and Rule 55 of the Uniform Rules of the Alaska State Legislature to allow bills and resolutions from the Second Regular Session and Fourth Special Session to carry over to the Fifth Special Session of the Twenty-Ninth Alaska State Legislature.

Applies suspension only to bills relating to subjects specified in the governor's proclamation for the Fifth Special Session, including six enumerated bills.

SB 128 addresses Alaska Permanent Fund Corporation operations, earnings, budget reserve fund management, mental health trust fund, dividend calculations, and unrestricted state revenue.

HB 245, SB 4001, HB 4003, HB 4004, HB 4005, and HB 4006 address various tax increases and reforms including individual income tax, motor fuel tax, mining taxes, fisheries taxes, marijuana tax, and tobacco product taxes.

Resolution is retroactive to July 11, 2016, at 11:00 a.m., the beginning of the Fifth Special Session.
