Urges the U.S. Department of the Army to maintain current combat-capable force levels at Fort Wainwright in Fairbanks and Joint Base Elmendorf-Richardson in Anchorage.

Encourages the Army to apply the "No Action Alternative" provision from the Supplemental Programmatic Environmental Assessment for Army 2020 Force Structure Realignment to both installations.

Identifies potential job losses of up to 5,300 military and civilian positions at Joint Base Elmendorf-Richardson and 5,800 positions at Fort Wainwright due to ongoing force reductions from 570,000 to 450,000 active duty personnel by fiscal year 2017.

Emphasizes Alaska's strategic military importance including Arctic access, unique training areas (Joint Pacific Alaska Range Complex spanning 63,000 square miles), cold weather expertise, and rapid deployment capabilities to Pacific and European theaters.

Directs copies of the resolution to be sent to the Secretary of Defense, Secretary of the Army, and Alaska's congressional delegation.
