Affirms Alaska Legislature support for Royal Dutch Shell's oil and gas leases issued by the U.S. Department of the Interior in the Chukchi and Beaufort Seas, which contain estimated reserves of up to 12 billion barrels of oil and 54 trillion cubic feet of natural gas.

Urges Washington Governor Jay Inslee, Seattle City Council, and other Washington public officials to cease opposition to Shell's Arctic drilling activities and instead consider closing Boeing production facilities if they are concerned about carbon dioxide emissions.

Invites Royal Dutch Shell to establish a homeport for its Arctic drilling fleet at an Alaska port (Dutch Harbor, Sitka, Ketchikan, or Seward) if the Port of Seattle terminates its lease agreement with the company.

Requests Alaska's Congressional delegation support restricting the Export-Import Bank of the United States to lending only to small businesses, citing concerns about the bank financing Boeing aircraft production.

Directs distribution of the resolution to federal officials, Washington state and local leaders, and Royal Dutch Shell leadership.
