AK SJR2

Amends Article IX, Section 8 of the Alaska Constitution to authorize the state to contract debt for postsecondary student loans with legislative approval and voter ratification.

Adds postsecondary student loans as a third category of authorized state debt, alongside existing provisions for capital improvements and housing loans for veterans.

Requires any debt contracted for postsecondary student loans to be authorized by law and ratified by a majority of qualified voters voting on the question.

Places the proposed constitutional amendment before Alaska voters at the next general election, subject to Article XIII, Section 1 of the Alaska Constitution and state election laws.
