Urges the United States Congress and President to work on a constitutional amendment prohibiting corporations, unions, and individuals from making unlimited independent political expenditures.

Cites the 2010 Citizens United v. Federal Election Commission Supreme Court decision (5-4 ruling) as allowing unlimited independent expenditures by corporations and unions in support or opposition to political candidates.

Notes that $43,000,000 in independent expenditures were spent in Alaska's 2014 U.S. Senate election, ranking it sixth among the most expensive Senate races since Citizens United and the most expensive per voter in U.S. history.

States that hundreds of millions of dollars in corporate and union spending since Citizens United has increased negative campaign advertisements that often misinform voters.

Requires copies of the resolution to be sent to the President, Alaska's congressional delegation, all members of the 114th Congress, and presiding officers of all other state legislatures.
