Urges Alaska Department of Law and U.S. Department of Justice to file a court motion compelling ExxonMobil Corporation to pay $92,240,982 in damages under the "Reopener for Unknown Injury" provision of the 1991 Exxon Valdez settlement, plus approximately $35,000,000 in five percent interest on the delinquent payment.

Expresses disappointment that ExxonMobil has refused to pay the demand presented on August 31, 2006, and that state and federal governments have not pursued collection through the courts.

Notes that only 19 of 32 monitored resources injured by the spill have recovered, with some species like Pacific herring and AT1 transient orcas still not recovering, and that substantial amounts of toxic oil remain in beach substrates.

Directs the Exxon Valdez Oil Spill Trustee Council to immediately initiate subsurface lingering oil restoration work using existing funds until the full "Reopener for Unknown Injury" payment is collected.

Cites delays of more than six years behind schedule in implementing restoration projects and warns that the statute of limitations on collecting the claim may expire on June 24, 2016.
