Establishes the Senate Special Committee on Federal Overreach to study state intervention against unconstitutional federal exercises of power in Alaska

Committee shall study implications and risks of potential federal funding reductions, compile cases of federal overreach, and coordinate with civic associations and other states on the issue

Committee membership consists of the Senate President (or designee) as chair and four Senate members appointed by the President, with two from the minority caucus

Committee must submit reports to the Senate by January 15, 2016 and January 15, 2017 with recommendations on mobilizing state authority through legislation, state convention, state courts, constitutional amendment convention, and popular referenda

Committee terminates on January 15, 2017; Senate also urges the Governor to form a working group to establish a publicly or privately funded organization to restore constitutional division of powers between state and federal governments
