Requires all employees in Alaska's classified, exempt, or partially exempt state service to be state residents, with limited exceptions.

Allows the Commissioner of Administration to authorize hiring or retention of non-residents only after making a written finding that no qualified resident is available for the position.

Exempts positions where all or part of the salary is federally funded from the state residency requirement.

Prohibits collective bargaining agreements from negotiating terms that contradict the state residency requirement.

Allows non-residents employed in state service on the effective date to continue working until July 1, 2018.
