Amends AS 11.41.425(a)(4) to establish that peace officers who engage in sexual penetration with a person are committing sexual assault in the third degree if the person is a victim, witness, or perpetrator of a crime under investigation by the officer, regardless of custody status.

Amends AS 11.41.427(a)(3) to establish that peace officers who engage in sexual contact with a person are committing sexual assault in the fourth degree if the person is a victim, witness, or perpetrator of a crime under investigation by the officer.

Adds an affirmative defense in AS 11.41.432(c) allowing officers to avoid conviction if they had an established dating or sexual relationship with the person before that person became a victim, witness, or perpetrator of a crime under the officer's investigation, and the relationship continued until the alleged offense.

Applies the bill's provisions only to offenses committed on or after the effective date of the Act.
